ADU Permits in Carmel: The 2026 Process, Fees, and Timeline
Carmel-by-the-Sea is famous for guarding its character, cottage architecture, no street addresses, design review with teeth. So homeowners are often surprised to learn that ADU approval here is still ministerial under California law: a decision within 60 days of a complete application, no public hearing, and a state-guaranteed right to at least an 800 square foot, 16 foot tall unit with 4 foot side and rear setbacks (Government Code sections 66310 to 66342). Carmel follows the state baseline, and state law preempts any local rule that would take those protections away.
The short version: State law is your rulebook in Carmel: up to 1,200 square feet detached where standards allow, and never less than 800 square feet guaranteed. The village adds objective design standards and, on many parcels, coastal review, which shape how your ADU looks and how long paperwork takes, not whether you can build. We handle all of it, with a permitting budget built into one project price.
The Carmel ADU permit process, step by step
- Anchor on the state guarantee. Whatever else is true of your lot, state law entitles nearly every single-family parcel to an ADU. Carmel cannot require a hearing, cannot demand owner-occupancy for a standard ADU, and cannot impose setbacks beyond 4 feet on side and rear. Verify in our Can I build? rules lookup.
- Map the overlays. Most of Carmel sits in the coastal zone, and much of it carries design traditions codified as objective standards. Coastal review can add a permit step, without a hearing, and the design standards inform materials and massing.
- Design for a village lot. Carmel lots are famously compact, commonly around 4,000 square feet, so placement is the puzzle: fitting a unit between the main cottage, mature oaks and pines, and the setbacks. Our smaller footprints, like the 405 square foot one-bedroom (27 by 15 feet) and the 450 square foot studio, were designed for exactly this kind of lot.
- Prepare a complete, overlay-aware application. Site plan, floor plans, structural, Title 24, plus any coastal documentation. The 60-day ministerial clock starts when the package is complete, so completeness is everything.
- Plan check, permit, inspections. Objective review, permit issuance, then foundation, utility, and final inspections around crane day.
Hire us and the entire sequence, including the coastal paperwork, is our job, and a permitting budget is built into one project price. Your exact permit costs are confirmed in your feasibility study.
Honest expectations for Carmel
We will not pretend Carmel is the fastest permit in our service area; overlay documentation takes real preparation time. What state law guarantees is that the process is objective and bounded: checklists instead of taste tests, and a 60-day clock once your application is complete. No builder can promise you the city’s review speed, so treat any timeline promise that ignores permitting with suspicion.
Also know where the boundary sits. Carmel Valley, Carmel Highlands, and most addresses with a Carmel mailing outside the one-square-mile village are unincorporated Monterey County, a different authority with its own process and three free pre-designed ADU plans. Our Monterey County ADU regulations guide covers that path; the free property analysis confirms which side of the line you are on.
Carmel ADU fees
The state impact-fee waiver applies: ADUs under 750 square feet pay no impact fees, and larger units pay proportionally. On Carmel-sized lots the under-750 models are usually the natural fit anyway; six of our 14 models qualify, from the 405 square foot one-bedroom at $239,000 to the 749 square foot two-bedroom at $369,000, all-inclusive of construction. Every remaining fee is itemized in your feasibility study and included in your contract price.
How long the permit takes
Plan for the 60-day ministerial review plus overlay lead time in front. While that runs, your home is being built about 97% complete in our Salinas factory, about 30 minutes away, so paperwork time and build time overlap. Delivery day itself is a single crane set, a few hours of village disruption instead of a year of contractor trucks. The week-by-week picture is in our Carmel ADU timeline guide.
Frequently asked questions
Can Carmel’s design review block my ADU?
No. Design standards for ADUs must be objective, and state law guarantees at least an 800 square foot, 16 foot unit on virtually every single-family lot. Review shapes the design; it cannot veto the project.
Is my address actually in Carmel-by-the-Sea?
Maybe not. The incorporated village is about one square mile; Carmel Valley, Carmel Highlands, and many “Carmel” addresses are unincorporated Monterey County with a different permit authority. We confirm jurisdiction as step one of the free property analysis.
Will a factory-built ADU fit Carmel’s character?
Yes. Our homes come in three architectural styles, and the Classic Craftsman styling, gabled, shingled, warmly detailed, sits naturally among Carmel cottages. Factory building changes where the home is built, not what it looks like.
Does the coastal zone mean a public hearing?
No. A coastal permit step may apply, but ADU review stays ministerial. It adds documentation and calendar time, not a hearing.
